Cameroon : Rebecca Limunga Effoe -An Epitome of Good Leadership

Hon.Rebecca Limunga Effoe is always wearing a smile, decently dressed and soft-spoken.

 This Cameroonian retired civil servant-turned politician is a good listener, an empathizer and talks only when it is necessary!

She is fondly called Aunty Bex .Her skills, sociability and leadership experience have always worked in her favor, people close to her and observers affirm.

Friends, family members, colleagues-and even her detractors find in her competence and integrity.

 This former Director of Intensive Vocational Training Center for Office Employees (IVTC)-a state-owned institution in Buea-who retired from Cameroon civil service in 2016, after serving there in various capacities for 30 years, is a Regional Councilor of the Southwest Regional Assembly, Cameroon.

In fact, Hon.Effoe is a Bureau Member of Southwest Regional Assembly, occupying the office of Secretary of the Executive Council, House of Divisional Representatives.

Hon. Effoe ,who is in her mid-60’s,was recently elected as the Coordinator of the Association of Southwest Female Regional Councilors, which has as mission the mobilization of resources for the greater empowerment of rural women of the six divisions of the Southwest Region of Cameroon.

The Hon. Effoe-led association recently organized three-day TOT workshop in Buea on Agro-food Transformation, during which 30 representatives of women from the six divisions of the Southwest were adequately drilled on agro-food transformation.

 Hon. Effoe said the workshop was the first in a series of empowerment activities underway for the less-privileged women of the region.

There are twenty-three (23) female councilors in the 90-member Southwest Regional Assembly.

Hon. Effoe, described as a quiet and committed nation-builder, holds a Diploma in Secretaryship from Pitman Central College-London and another Diploma in International Business. She also holds a Post-Graduate Diploma in Management Studies from Kingston Polytechnic (today Kingston University in London).

  Before becoming Director of IVTC, Aunty Bex had served dutifully for years as Private Secretary to four different Cameroon Members of Government after her further studies in London.

 For several years, she was Private Secretary to two  Ministers of Higher Education, Professor Peter Agbor Tabi (1994-97) and Jean Marie Atangana Mebara;and later  Private Secretary and Research Assistant to two Public Health Ministers respectively: Professor Gottlieb Monekosso( now of Blessed memory) and Laurent Esso(sitting  Minister of State for Justice).

Even before becoming Private Secretary to the mentioned  ministers, Aunty Bex on her return from studies  in London, worked at the then University of Yaoundé as Administrative Assistant. She had earlier worked in the Ministry of Post and Telecommunication before traveling abroad for further studies.

The Hon. Effoe’s contributions to nation-building have not gone unnoticed by the State of Cameroon. She has been knighted by the State-with three different categories of state medals: Knight of the Cameroon Order of Valor, knight of Cameroon Order of Merit and Officer of Cameroon Order of Merit.

 Hon. Effoe is a Fako elite and a committed Baptist Christian. She is known as a discreet a CPDM strategist.

She served, for several years, as   President of Southwest Development Authority, (SOWEDA) Buea

  Hon. Effoe’s has always attributed her successes in life to the Grace of God and vowed never to stop glorifying God –even in times of difficulties.

Hon Effoe   has a cherished British family that guided and sponsored her professional studies in the UK.

 Hon.Chuka Umunna,a son of  this British  family, who  served brilliantly  as  Member of Parliament in the UK ,for three terms, is  a great inspiration for Hon Effoe.
